No, he's taller and much more handsome. :-)

That's actually Popeye. Though part of his inspiration is supposedly Old Stormalong, aka The Sailor.

Ah yes, Alfred Bullhead Stormalong. I've got a book of "folk tales" I got as a kid that has him, Pecos Bill, Pual Bunyan and a bunch of others
