Dim in More Ways Than One

Has anyone else noted a strong positive correlation between the amount of tint in a vehicle's windows and how badly it's being driven?

Here in Washington state it's the out of state plates that I notice being stupid and rude.. Mostly Californian. But here there's legal limit on how much tint you can apply (Because it's so overcast much of the time.. :)
