I'm trying to figure out if this was deliberate, or simply someone completely unaware of the consequences of their actions.

I was on the way to work this morning, half a block from a cross street I needed to get on, and signaling a left lane change so I could be ready for the upcoming left turn. The moment I put my turn signal on, the woman in the car behind me swerved into the left lane and pulled up beside me, and "flew formation" so I couldn't complete the lane change. I had to hit the brakes and slow to 15 MPH in a 35 zone to get far enough behind her to safely move over. Fortunately, there was no traffic behind us.

Whether that was planned or accidental, the result was incredibly rude. I suspect she meant to do it, because when I pulled up beside her two lights later she refused to look at me.

When I first moved to Kentucky, I actually called the State Police and asked what the state law on signaling a lane change was! I *never* saw anyone else signal a lane change, and whenever we did signal, we got cut off.
