Rick Jones

Was Rick Jones required to register?
I didn't see him in any comic during the _Civil War_ debacle. Don't recall reading any mention of him by other characters. In _World War Hulk_ he shows up with no clue as to whether he's registered, at least that I saw. (I have not read - or even leafed through - all of the comics involved with either Mega-Crossover.) Yet he's exactly the type of "irresponsible kid" the Act was supposed to reign in. Think about it.
He is known to have both exhibited super powers and to have worn a costume with mask.
He is a known long-term associate with supers on both sides of the law.
He is well known for performing feats which, even without any overt demonstration of powers, are outside normal human boundaries.
He is a known anti-establishment rebel who is well-spoken and a published author, and in a position to uncover inside information and of a disposition to do so. Forget registration, he should have been the first one in that Negative Zone prison! (Except that the warden is one of his best buds...)
Tony Stark not only knows all this, he's seen some of it personally. So my question is, if Rick Jones wasn't required to register, why? Oversight? Proof that any powers he has shown in the past were temporary or required alien gadgets to manifest? Or is it that Tony Stark is afraid of him?
After all, Jones has repeatedly uncovered alien plots... Stared down master villains... Spoken to gods and cosmic beings as an equal... Counts several of those same gods and cosmic beings as friends...
Jones is happily married now with kids (IIRC, and unless that's all been retconned away). Stark is more than smart enough not to threaten a super's family, but maybe he offered Jones a deal. "You stay out of this, and we'll look the other way. There's been too many innocents hurt in crossfires already."
Jones would know he's being closely watched. He'd be sure to occasionally smile and wave at the carefully hidden cameras, "accidentally" drop off the scope to reappear elsewhere doing something innocent, and otherwise drive his monitors crazy. Biding his time, to see if Stark betrays him the way he has so many others. 'Cause once that happens, the gloves come off.
Then, _World War Hulk_ starts, which still has to be resolved. It would be just like Jones, though, to _rescue_ Stark, along with the others. And rub their noses in it.
