This is for a novel, and there _is_ a conspiracy, but the leader is making the point - and the distinction - that its purpose isn't to overthrow the government, but to perform a non-violent act the government opposes which the group thinks is necessary. I'm currently using "revolutionary" for what he's saying they aren't, but wondering if there isn't a specific word or term closer to what I mean.

Some good suggestions. I think I'll have to let what people have sent and what I've found on my own sit and perk for a while before I decide what to actually use.
The novel is about the first interstellar colony, created by a group who are so fed up with having their lives regimented and restricted by a bureaucracy with no outside oversight that they plan to leave Earth. Others are helping without planning to go themselves, in the hopes that this will shake things up back home.
