Sounds vaguely familiar. I've heard similar stories about card decks where the customs inspector took out a few cards to examine and put them back, but not in the same places.
When I was selling my old gaming stuff on ebay I had one package returned from Italy as "no such address". I checked with the buyer and he confirmed the address. He sent me postage for a second attempt. I placed it in the exact same type of rigid mailer, with an identical label (couldn't re-use the original as it was pretty battered and stamped all over with stuff).
The second time it arrived with no problem. Apparently there was a very stupid or very lazy postman the first time.
