National Guard on the Border

The _posse commitatus_ act prohibits the use of regular US military forces in law enforcement activities. How does it affect the plan to use the National Guard to police the border with Mexico?

I think a valid argument could be made that using the National Guard for border patrol activities falls under the province of International security.

Can't remember whether it was NBC or ABC news I heard this from, but I thought the Guard was supposed to take over the administrative duties to free up more Patrol agents for law enforcement.
