The current incarnation of NASA... ruins worthy projects by requiring gold-plating which serves no practical purpose, often at the expense of design features which do.

I could not agree more. When questioned on issues of performance and safety, NASA administrators like to fall back on the ol' 'shoestring budget' excuse. Fact is, NASA has had an identity crisis since the cancellation of the Apollo program. In short, it seems to lack a clear mission statement.

The 'best and brightest' minds in science and engineering were once attracted to and actively recruited by NASA, and I am not sure that is the case any longer.
