Zero Tolerance is popular because it removes the need to think and use judgment, and both of these are activities to which most people in our culture are unaccustomed. Of course, the problem is that just because someone doesn't like doing something doesn't mean they don't need to do it. I don't like paying for gas, but without it my car won't run. Simple logic - supported by multiple real world events - shows that thinking and application of judgment are definitely needed, and Zero Tolerance is simply a lazy way to avoid having to use them. Except that applying Zero Tolerance has, over and over, caused problems which applying thought and judgment would have avoided, actually producing extra work and trouble. Therefore, Zero Tolerance makes Zero Sense, even for the lazy.

Unfortunately, the sorts of people who would put Zero Tolerance in place are exactly the sorts of people to whom logic, experience and even sense are foreign concepts. So getting rid of it will be a challenge. But the results will be worth the effort, if only to avoid the inevitable lawsuits.

Sometimes, you need to do a little work now, to avoid a lot of work later. Something any truly lazy person is well aware of.
