I suspect that the original problem. (PDFs of plain text memos) is from a combination of things.
1. An obscure regulation that requires a physical ORIGINAL for filing. 2. The obvious benefit of speed of distribution from email distribution of memos. 3. Some bozo going..."Hey I don't have to copy this 500 times...I'll scan it in and email it!"
