This is an interesting little tune. It starts out as the sort of ballad which was typical of popular music of the era (remember "The Ballad of new Orleans"?) Then, in the second verse, it goes into pure whimsy.

I don't know if that was deliberate, but I suspect so. Most likely the composer wanted to lead listeners in then surprise them.
