Forgive my cynicism, but I have to wonder if they did this to avoid a repeat of the mess with DC's gun laws.

Namely, if somebody appeals a decision in DC, the next step is the Supreme Court. Which short-circuited a lot of stuff that had in the past allowed the states (and feds) to avoid having cases ruled on that they'd rather not risk a decision on.

Having the SC rule on *this* mess *now* would be apt to upset a lot of applecarts.
