After the end of _The Beverly Hillbillies_ Max Baer found himself typecast. He pretty much gave up acting, but had a lot of success producing and directing, though he later turned to other pursuits.

I have this giggling mental image of him being involved in the creation of _NCIS_, and influencing the naming of the main character as an inside joke.

It would have to have gone further back than that. Remember, NCIS was a spinoff from JAG, and if you recall, the CO on the series was Rear Admiral A.J. Chegwidden. And yes, he had a name in common with Special Agent Gibbs.
