On the radio this morning I heard a speaker for FEMA say "FEMA's job is to come in and help after a disaster is over."

How typical. I wonder how FEMA bureaucrats would like it if they only drew a paycheck when they do their job (i.e. "after a disaster is over"). Just where does the "Management" part of their agency title come in to play?
